Hong Kong Fishermen Consortium, formerly as known as the Joint Conference of Hong Kong Fishermen's Organizations, was formed in 1993. In the early 1990s, the Hong Kong British government reclaimed the sea in West Kowloon and built a new airport at Chek Lap Kok for the construction of the rose garden project. The construction of Hong Kong International Airport caused serious pollution in harbour and loss of natural farms in various bays. Fishermen were the first to bear the brunt of the loss. Difficult to estimate the loss of the fishermen. In order to assist the affected fishermen to fight for their legitimate rights, fishermen's groups in various districts united and organized to report their opinions to the authorities. In August 2008, the fourth first committee meeting (enlarged) proposed to change the name of " Hong Kong Fishermen Consortium" in order to improve the work of serving fishermen and the sustainable development of fisheries in the future. At present, the Association is composed of more than 80 organizations.The purpose of Hong Kong Fishermen Consortium is a non-profit organization; to unite Hong Kong fishermen's groups; to safeguard the reasonable rights and interests of Hong Kong fishermen.
